Expert Dispatch Service for Organizations

Overview

We provide expert dispatch services to industry organizations to support the development of customer harassment prevention manuals for their members. Each organization may receive up to five expert visits through this program.

Target Organizations

Industry organizations based in Tokyo

*The following requirements must be met.

  • An industry organization whose primary members or union members consist of entities grouped by industry type, and which meets one of the following criteria (①–③):
    • An organization defined under Article 3, Paragraph 1 of the Act on the Organization of Small and Medium Enterprise Cooperatives (Act No. 185 of 1957), composed primarily of SMEs as its union members.
    • A corporation as defined under the Act on General Incorporated Associations and General Incorporated Foundations (Act No. 48 of 2006), including corporations certified under the Act on Authorization of Public Interest Incorporated Associations and Public Interest Incorporated Foundations (Act No. 49 of 2006).
    • Any other legal entity that has SME members and aims to enhance their business management and operations.
  • ・The organization must operate within Tokyo and have its address or main office located in Tokyo.
  • ・The organization must have no overdue payments for corporate enterprise tax, corporate inhabitant tax, corporate tax, consumption tax, etc.
  • ・The organization must not have committed any serious legal violations in the past five years.
  • ・The organization must have no unpaid Tokyo metropolitan taxes.
  • ・The organization must not be engaged in adult entertainment businesses as defined in Article 2, Paragraph 5 of the Act on Control and Improvement of Amusement Business, including “customer service outsourcing businesses” related to such activities, or any similar businesses.
  • ・The organization must not be classified as a designated organized crime group under Article 2, Item 2 of the Tokyo Metropolitan Ordinance for the Exclusion of Organized Crime Groups (Ordinance No. 54 of 2011), and its representatives, officers, employees, or members must not fall under the definitions of organized crime members or related persons as specified in Items 3 and 4 of the same article.
  • ・The organization must not be affiliated with any groups that pose a threat to public safety and welfare, have severely damaged credibility, or operate businesses deemed inappropriate for the sound development of youth.
  • ・The organization must not have religious or political activities as its primary purpose.
  • ・The organization must comply with labor-related laws, including those concerning wages and working hours.

Application for Expert Dispatch

Pre-dispatch Interview

*Within approximately five business days after your application, the administrative office will contact you by phone to conduct an interview. We will ask for further details based on the information you provided in the application form.

Notification of Implementation Decision

*Please note that depending on the content of your application and the results of the pre-dispatch interview, your organization may not meet the eligibility requirements for support. In such cases, we may not be able to accommodate your request.

*The following is a sample plan. The approach and content will be determined in consultation with each organization based on their specific circumstances.

Session 1

Developing an Action Plan

Assessing the Current Situation, Identifying Key Issues, and Developing an Action Plan

Following the pre-dispatch interview, the expert and the organization will engage in discussions to exchange perspectives and clarify the direction and priorities for the manual. Based on this, the content and schedule for Sessions 2 through 5 will be planned to ensure steady progress toward completing the manual.

  • Review past customer harassment cases through interviews to identify key issues for inclusion in the manual
  • Present a draft outline of the manual tailored to the organization’s industry and specific needs

Sessions 2–4

Manual Development
Support

Review of Progress and Task Organization

To support the completion of the manual, the expert will check the progress and provide specific guidance on the tasks to be addressed before the next session. If necessary, the expert will also conduct interviews to identify issues and assist with revising the manual.

  • Provide a template for the customer harassment prevention manual and highlight areas that need revision
  • Identify areas of concern through interviews and offer advice toward resolving them

Session 5

Finalization of
the Manual and
Operational Review

Review of Final Content and Guidance for Implementation

The final content of the manual will be reviewed, and operational advice will be provided to support independent implementation and future rollout.

  • Advice on effective ways to roll out the manual to member companies
  • Guidance on timing and procedures for future revisions

*Please note that the organization is responsible for creating the manual, and the expert will provide advisory support throughout the process.

*Even if your organization has already developed a customer harassment prevention manual, the expert can review its contents and provide suggestions for improvement based on effectiveness and practical implementation.
